Acknowledgements

This Partnership in Action report reflects the NDC Partnership’s collective progress driving climate action through the 2021–2025 Work Program, measured through four “impact pathways”:

  • Accelerating NDC implementation
  • Raising NDC ambition and quality
  • Mobilizing financing for climate action
  • Mainstreaming NDCs and sustainable development goals (SDGs) into development plans and budgets

This progress is made possible by the Partnership’s committed membership. As of April 2025, the NDC Partnership has grown from 43 members in 2016 to 240 members — 133 countries (114 developing and 19 developed), 60 Institutional Members and 47 Associate Members — working together to achieve the Paris Agreement and advance sustainable development.

The NDC Partnership is led by two Co-Chairs, Denmark and Brazil, who provide political leadership and governance, and guided by a Steering Committee of Country and Institutional Members who define and oversees the Work Program, ensuring strategic direction and impact.

The Partnership’s work is facilitated by a Support Unit, hosted by the United Nations Framework Convention on Climate Change (UNFCCC) and United Nations Office for Project Services (UNOPS) in Bonn, Germany, and World Resources Institute (WRI) in Washington, DC.

We appreciate the vision and funding that enable the Support Unit (SU) and the Partnership Action Fund (PAF) to implement our shared commitments, provided by our development partners: Belgium, Denmark, Germany, Ireland, Netherlands, Norway, Sweden, United Kingdom, United States and Canada.
