The NDC Partnership's Impact at a Glance

Countries are striving to urgently turn climate commitment into action — and continue raising the bar on climate and development.

As a coalition of more than 130 countries and more than 100 institutions, the NDC Partnership is uniquely positioned to support countries in addressing interconnected climate and development challenges. With tailored support from our members, countries are creating enabling conditions to execute their priority actions, raising the ambition in their Nationally Determined Contributions (NDCs), mobilizing finance and integrating climate goals into national development strategies.

The NDC Partnership’s work bridges ambition and action, enabling countries to turn climate commitments into measurable progress. Coordinating critical global support for country-driven efforts, the NDC Partnership delivers impact along four primary pathways to reduce greenhouse gas emissions, enhance resilience and increase climate finance for members.

Impact Pathways

The Partnership in Action report captures the collective impact of NDC Partnership members through the four pathways, which represent interconnected areas through which countries and partners collaboratively plan and execute ambitious climate actions. Together, the pathways capture the comprehensive efforts required to drive transformational change and climate-aligned economic growth.

The NDC Partnership’s work across these pathways unlocks technical and financial resources and expertise, empowering countries to address barriers and constraints that may otherwise limit national climate efforts. The pathways convey that the NDC Partnership’s collective work addresses the full spectrum of national climate efforts, from planning to action. Ultimately, the success of the NDC Partnership is measured by the impact of the support deployed to countries.

Accelerating NDC Implementation

Supporting developing countries with implementation is a cornerstone of the NDC Partnership and a major driver of successful implementation of the Paris Agreement. Countries leverage NDC Partnership support to achieve their mitigation and adaptation targets, unlocking climate finance and other means of implementation while engaging the whole of society and government.

A critical part of this support is helping countries translate climate commitments into actionable policies and measures. Through the NDC Partnership, countries define priority needs via support requests, implementation plans and investment strategies, among other NDC-related actions. In turn, these frameworks enable development partners to align their support with national priorities.

The NDC Partnership brings increased efficiency to the climate-development space, engaging and coordinating inputs from 218 partners, including members and non-members in response to needs identified by countries.

Since its beginnings, the NDC Partnership has deployed 116 In-Country Facilitators in 71 countries and 129 Embedded Advisors across 51 countries and the African Union Commission to enhance coordination, planning and resource mobilization.

As of June 2025, there are 66 In-Country Facilitators in 60 countries globally.

In-Country Facilitators strengthen whole-of-government action by supporting interministerial coordination, NDC tracking and resource mobilization for NDC implementation.

Embedded Advisors provide targeted expertise in areas like finance, sectoral policies, greening central banks, private sector engagement and subnational alignment, helping to mainstream NDC action across national planning and development efforts. By deploying dedicated in-country capacity, the NDC Partnership ensures countries are equipped to sustain and scale their climate actions.

Raising NDC Ambition and Quality

The next round of Nationally Determined Contributions — NDCs 3.0 — represent a pivotal moment for global climate action. More than just an update, NDCs 3.0 serve as a critical opportunity for countries to align ambition with implementation, ensuring that climate goals are actionable, measurable and investable.

As highlighted by the first Global Stocktake, the world is not on track to meet the Paris Agreement’s long-term goals. To change course, NDCs 3.0 must go beyond raising ambition — they must be designed for real-world implementation and impact, backed by technical expertise, sectoral integration and investment strategies that turn commitments into action.

At the same time, NDCs 3.0 present an opportunity to align short-term priorities with long-term transformation. Many countries are working to integrate their NDCs with Long-Term Low-Emission Development Strategies (LT-LEDS), ensuring that near-term targets support broader national pathways to resilience, sustainable development and net-zero emissions by 2050.

However, countries cannot do this alone. Developing ambitious, implementable NDCs requires technical expertise, financial backing and strong coordination across sectors and institutions. This is where the NDC Partnership plays a crucial role — ensuring that countries receive tailored support to strengthen ambition, develop actionable policies and mobilize resources.

To help countries develop and deliver strong NDCs 3.0, the NDC Partnership provides access to a range support mechanisms and platforms, including:

  • The Global Call for NDCs 3.0 & LT-LEDS – Connecting countries with targeted technical and financial support
  • The NDC 3.0 Navigator – Providing structured guidance to help countries identify needs, request support and align ambition with finance
  • The Partnership Action Fund (PAF) – Unlocking catalytic funding to support early-stage implementation
  • Regional NDC 3.0 Fora – In-person opportunities for countries to learn from peers, adapt best practices and build capacity for implementation

In 2025, countries have a window to meaningfully strengthen ambition and design policies that drive meaningful change through their NDCs 3.0. Through the NDC Partnership’s coordinated support, countries are better positioned to bridge ambition and implementation, ensuring that NDCs 3.0 deliver real impact for 2030, 2050 and beyond.

The NDC Partnership is delivering on its promise to leave no country behind in their efforts to increase their climate ambition through their NDCs. Nearly all of the more than 80 countries requesting support as of June 2025 have received either partial or full support — be it through members’ own funding, or PAF.

Mobilizing Finance for Climate Action

Trillions of dollars in climate finance are needed to meet the goals of the Paris Agreement, yet available capital is limited and not flowing to where it is most needed.

The NDC Partnership addresses these challenges by helping countries navigate the climate finance landscape and leverage public, private and blended sources. As of April 2025, the Partnership has supported 95 countries on finance related requests across a variety of topics, with support mobilized from more than 250 partners.

The NDC Partnership’s support to countries spans the iterative process of investment planning and finance mobilization through a programmatic and collaborative approach, to empower countries, institutions and the private sector to translate national priorities into investments. This process, outlined in the Climate Investment Planning and Mobilization Framework (CIPMF), co-developed by the NDC Partnership and Green Climate Fund (GCF), enables countries to strengthen national capacities, prioritize investments, map best-fit finance sources, develop projects and programs and mobilize finance from public and private sources. These efforts are strengthened through continuous learning and direct engagement between countries and finance providers. The CIPMF is now available as an interactive online tool that builds on the original framework.

By providing country-driven and tailored-made capacity building and embedding expert advisors, the NDC Partnership facilitates NDC mainstreaming efforts across planning, finance and investment instruments and builds government capacity to access, manage and evaluate the allocation and impact of climate finance with a view towards continuous improvements. The NDC Partnership has provided bespoke support to economy, finance and planning ministries in more than 50 countries and central banks in 25 countries to integrate climate into economic and fiscal policies and financial sector supervisory tools. Twenty-three members have government-approved climate investment plans and finance strategies to unpack priorities and strategies to mobilize finance for NDC implementation.

By supporting countries’ efforts to secure financing, the NDC Partnership ensures that climate ambitions translate into actionable, scalable results.

Mainstreaming NDCs and SDGs into National Plans and Budgets

The NDC Partnership supports countries in developing NDC Implementation Plans that reflect national priorities and the needs of relevant stakeholders. When crafted with input from environment, planning, finance and sectoral ministries, alongside gender agencies, subnational governments, the private sector and civil society, these plans ensure broad ownership and buy-in. By reflecting a broad range of interests, including gender and youth priorities, these plans help to align NDCs with broader development strategies and budgets.

As an example, the NDC Partnership has received 650 requests for gender-related support across 72 countries as of April 2025, and 89% of Country Members’ NDC Implementation Plans have incorporated gender-responsive NDC actions.

Mainstreaming also includes embedding NDC measures within national and subnational policies, plans and budgets and aligning climate action with sustainable development priorities. As of April 2025, 61% of Country Members have reflected NDC measures in national plans and 44% of Country Members have reflected NDC measures in national budgets, creating the financial and administrative structures necessary for effective implementation. This inclusive approach has driven transformational change in NDC Partnership Member Countries, over half of which have specifically identified NDC Partnership support as a driver of this change.
