Letter from Co-Chairs
The NDC Partnership is guided by a Steering Committee of developed and developing countries and international institutions, with two Country Members, one from a developed country and one from a developing country, serving as Co-Chairs.
Partnership Co-Chairs provide political leadership, guidance and oversight to elevate and direct the collective work of the Partnership’s diverse coalition, driving ambitious and urgent climate action that advances sustainable development worldwide.

2025 is a defining year for action. It marks a decade after the Paris Agreement was adopted and also the delivery of the new round of NDCs, which are vital for COP30 success. Science is clear: we need to accelerate the implementation of climate commitments to drive low-emission, climate-resilient development, as partners strengthen coordination and scale up support.
The mission of the NDC Partnership is more important than ever. Through coordinated action, the NDC Partnership mobilizes and aligns technical and financial resources to rapidly drive climate action and sustainable development at scale. By uniting efforts around developing countries’ needs, the Partnership maximizes the effort of individual countries and partners, enabling all actors to deploy resources more efficiently and drive greater climate and development impacts.
The Partnership brings together more than 130 countries and over 100 institutions, working collaboratively to deploy resources efficiently and effectively. As a collective, the Partnership represents 52% of the global population and 41% of global emissions. The Partnership’s potential impact is substantial, accelerating progress in climate action across countries and sectors.
The NDC Partnership potentializes countries’ capacities to drive low-carbon, climate-resilient development that delivers social and economic benefits. NDCs are the primary vehicle for translating climate goals into concrete actions, and increasingly, they are recognized as drivers of sustainable development across sectors. As countries develop their NDCs 3.0, they have their sights set on both immediate progress and long-term transformation — elevating mitigation, adaptation and implementation instruments.
Sustainable development, from resilience building to a just energy transition, requires consistent flows of finance. Countries rely on Partnership support to strengthen investment planning and establish enabling conditions to mobilize public, private, domestic and international sources of finance. This effort requires broad-scale engagement from across the membership and beyond.
The collective commitment of Partnership members is key to sustained progress, especially at a time when resources are diverted to other agendas. As Co-Chairs, we are honored and more committed than ever to lead this diverse and dynamic membership.
Each year, the Partnership publishes the Partnership in Action (PiA) report to showcase the power of this coalition. The evidence in this PiA reaffirms that by combining resources, capacity and expertise, we can achieve more — together.
